A bloody destruction of oil facilities in Delta state is about to be unleashed by a new militants group, New Delta Avengers (NDA), following the way and corrupt manner, governor Ifeanyi Okowa is piloting the affairs of the state for the past years, the new group stated.

In a statement tagged “Why We Will Attack Oil Facilities In Delta state, Blame Okowa”, issued by the group’s spokesman, Cpl Oleum Bellum and obtained by HardReporters correspondent, said as ex-militants group from the oil producing parts of Delta State, they have resolved to commence bloody bombardment of oil facilities in the state.

According to the aggrieved new ex-militants, they have keenly studied the programmes and policies of Governor Ifeanyi Okowa’s administration in the past two years and have found that like the biblical Pharaoh, only extraordinary actions can soften “The governor’s devilish and hardened heart towards the oil producing areas of the state. While developments are going on in rivers and other states, oil communities in Delta have been stagnant. As a result, we have decided to take up arms and return to the essence of our agitation for the development of oil producing communities in the state.”

The ex-militants noted that “Governor Okowa set up State Capital Territory Development Commission and budgeted huge funds for the purpose of developing Asaba and any part of Ika nation that he sees fit, the new militants group noted that the governor has gone ahead silently developing Agbor, his hometown and others in the area, while leaders from the Ndokwa, Ijaw, Isoko, Itsekiri and Urhobo ethnic groups have watched with surprising lack of interest and show of acquiescing silence.

“The Delta State Oil Producing Communities Development Commission, DESOPADE that is the only organ through which development has trickled to our communities in the past have become prostrate and only active in name because of lack of funds. This confirms to his boast before the 2015 elections that he was determined to scrap DESOPADEC to free up funds for him to develop his dry and infertile Ika nation to the detriment of others. Today DESOPADEC is life-support; life is draining from it and supporting Okowa’s Ika.

The ex-militants however called on federal government to immediately direct the Economic and Financial Crimes Commission, EFCC, to as a matter of importance and urgency begins investigation into the allocation of funds to DESOPADEC to among other things, ascertain if the allocation commensurates with 50% of the 13% Derivation; “If not, where did the balance goes and for what purpose?.

Why We’ll Attack On Oil Facilities In Delta State–Blame OKOWA

We, ex-militants from the oil producing parts of Delta State, this morning, June the 6th 2017, converge  in Delta state. We have agreed to resume attacks on oil facilities, resurrect the spirit of insurgency and to make a demand for a better deal for our people, and by extension our beloved Delta state. We will do this  through bloody attacks, crippling of oil industry in the state.

We watched the activities, policies of Governor Ifeanyi Okowa’s administration these past two years and we have found that like the biblical Pharaoh, only extraordinary actions can soften his devilish and hardened heart towards the oil producing areas of the state. While developments are going on in rivers and other states, oil communities in Delta have be n stagnant.

As a result, we have decided to take up arms and return to the essence of our agitation for the development of oil producing communities in the state. Our return to the creeks starts on the 7th day of June, 2017. This campaign shall be BLOODY, DESTRUCTIVE AND VENGEFUL against the enemies of our people.

Like a leopard, Okowa is averse to changing his spot and he has amply demonstrated that his interests and governance mechanism in the state are only for his Ika and Agbor people. In his true spirit of tribalism and nepotism, he has carried out these tendencies with unbraided passion to the detriment of our communities that produce the bulk of the state’s resources that he is deploying to develop upland northern communities that do not produce or feel the impact of oil productions.

When Okowa failed to sneak Agbor and other Delta north communities into DESOPADEC, he changed the structure and put in stooges and lackeys who would keep silent, like the board is doing now, to his evil machination to cripple DESOPADEC, impoverish and spread sufferings in our communities while gleefully reaping benefits he doesn’t deserves.

It is painful, vexatious and perplexing that two years into this evil administration, DESOPADEC has not executed any laudable projects in these areas. Ongoing projects have been comatose because contractors are owed billions of naira and some of them have died physically or are dying under the weights of loans and interests.

DESOPADEC has become a salary-paying organ of government with commissioners and board members merely happy to receive their salaries/allowances without thinking of the interests of the communities that they represent.

The law establishing DESOPADEC, even the craftily amendment Okowa Bill, made provision for the payment of 50% of the money from oil produced in the state through the 13% derivation fund. It is clear to all Deltans even the blind, deaf and dumb that this law has been grossly abused by governments in the past, but there has never been as much display of hatred for this provision than the present administration.

Since the beginning of 2017, DESOPADEC normally should have received over N20bn statutory allocation due from the 13% fund. This modest figure of about N2bn a month is backed by the figure released by the National Bureau of Statistics.

In 2016, one year after this evil administration came to being, Okowa received N144 billion in allocations from the federal government. Of this revenue, at least N40billion should be due to DESOPADEC, despite Okowa’s consistent cry of Ego Aria still, not a 10th of this amount was received because the governor is busy robbing the Pauls of oil producing communities to satisfy his communities in Ika.

Due to the fraudulent disbursements, the state government has not been able to openly tell us how much fund released to DESOPADEC since this evil administration came into office two years now.

At this crossroad in the history of our agitation, we are forced to break ranks with this devilish government and take all steps necessary and effective to take what belongs to us. Mathew 11:12 is appropriate here and we are left with no choice but to take what belongs to us by force.

We hereby declare ‘Operation Cripple Oil and Gas Production’ by any means available to us. The Federal Government and oil companies local and multinationals operating in Delta state are hereby put on notice that effective from midnight June 30 in this year of upheavals 2017, there should be no more oil and gas operations in Delta state. Those who try our resolve shall be made a canon folder and used to show our determination. All members of the Joint Action Committee are hereby authorized to return to the trenches.

Governor Ifeanyi Arthur Okowa should be held responsible for any bloodbath, carnage, destruction and deaths resulting from our expedition because like a goat pushed to the wall we have grown teeth and we will prove our ability to bite.

Let us state that we do not have problems with the FG, our target is the state government and oil facilities in the state, that the facilities belong to government is unfortunate but we believe that VIOLENCE IS THE ONLY LANGUAGE THIS GOVT UNDERSTANDS AND LISTENS TO.

We want the FEDERAL GOVERNMENT, national assembly and the toothless Delta State Assembly to summon Okowa to tell the world how much was due to DESOPADEC from 2015 to 2017. He must go further to state how much he has released to the board.

President Muhammadu Buhari and Vice President Prof Yemi Osinbajo should compel Okowa to start immediate payment to contractors who have duly executed contracts awarded to them and for which certificates of completion have been awarded.

FG should direct the Economic and Financial Crimes Commission, EFCC, to commence investigation into the allocation of fund to the commission to among other things: ascertain if the allocation commensurate with 50% of the 13% Derivation; if not, where the balance goes and for what purpose?

Release fund for the commencement of projects dear to the people of the oil producing communities across the state.

The Governor must convene stakeholders’ and leaders’ of all oil and gas producing communities in the state, excluding the impostors and jobbers who have mortgaged our futures. Such groups include, chiefly but not only, the so-called HOSTCOM that have turned themselves into arms and organs of government and members of the maladministration of DESOPADEC.

The forum should compel DESOPADEC board members and commissioners to render account of their stewardship and to confirm or disprove whatever figure the governor releases as allocation to them in 2 years.

We ask all members of oil producing communities to be prepared for a long battle with the forces of evil and be rest assured that we will defend and protect their rights. Lives maybe lost however we shall prevail for Darkness shall never prevail.

Let us rise and say never again, because this may be our last grasp for life. Oil is becoming out-of-date and it is only what we can make of its remaining years that will salvage the decades of waste, pollution, pillage and waste brought upon us by evil governments like Okowa’s.

We also want to warn agents of evil among us that anybody that shows any tendency against us, shall be declared an enemy and be treated as such. There shall be no mercy. A word is enough for those who are wise.

Resistance to evil is obedience to God; let all men take heed. We will uproot evil, and its supporters, from our lands.
